Due to the Covid-19 pandemic, as well as its introduction in Brazil, with confirmed cases including in Espírito Santo, the Brazilian Association of Members of the Public Prosecutor's Office for the Environment (Abrampa), responsible for organizing the XX Brazilian Congress of the Public Prosecutor's Office for the Environment, announces the postponement of the event to April 14-16, 2021.
The decision follows a recommendation from the Ministry of Health which, for now, has advised society not to hold large-scale events. The measure aims to reduce the crowding of people, avoiding the contagion and widespread propagation of the disease on Brazilian soil.
Sincerely,
Cristina Seixas Graça
President of ABRAMPA

The Brazilian Congress of the Public Prosecutor's Office for the Environment, in its 20th edition, will be held in the city of Vitória/ES from April 15 to 17, 2020. It aims to debate the challenges of implementing Environmental Law, notably on the topics: The Amazon and its influence on climate; self-composition in the resolution of environmental conflicts; air pollution; preventive protection of the Atlantic Forest; Energy Matrices: impacts and challenges; Announced Tragedy: the Rio Doce disaster; Urban Law and Smart Cities; and an international panel with the Latin American Network of Environmental Public Prosecutors.
The meeting, broken down into simultaneous panels and practical workshops, aims to foster debate and stimulate research and study of Environmental Law institutes with practical results for the actions of the Public Prosecutor's Office.
In order to achieve resolution and effectiveness, and with an expectation of 400 congress attendees, we included in the panels the participation of members of the Public Prosecutor's Office, lawyers, judges, and technical professionals in the panels and workshops dedicated to the knowledge of successful experiences not only of the Public Prosecutor's Office but also of environmental agencies, among others, in environmental disasters and in the negotiated and consensual resolution of socio-environmental conflicts.
The Public Prosecutor's Office of the State of Espírito Santo qualified to host and jointly carry out this event. The excellence of the performance of the Public Prosecutor's Office of Espírito Santo in the defense of the environment is a reference for the Brazilian Public Prosecutor's Office.
An event is envisioned that is embraced and supported by Public Authorities, civil society, entities from the productive sector, the third sector, and the scientific community, so that the results inspire and promote a democratic, resolute, and efficient legal defense of the environment.
Objective
• Hold an interdisciplinary discussion forum on the topics: The Amazon and its influence on climate; self-composition in the resolution of environmental conflicts; air pollution; preventive protection of the Atlantic Forest; Energy Matrices: impacts and challenges; Announced Tragedy: the Rio Doce disaster; Urban Law and Smart Cities; and an international panel with the Latin American Network of Environmental Public Prosecutors.
• Encourage members of the Public Prosecutor's Office to define goals and priorities for action regarding the debated topics.
• Learn about and discuss successful practices and projects of the Public Prosecutor's Office, the third sector, companies, and the scientific community on the issues addressed.
• Foster civil society engagement in the defense of natural resources and in stimulating public demand for preventive environmental public policies and the implementation of a sustainability policy in urban and rural areas.
• The working methodology will consist of panels, workshops with concrete case studies, and presentation of theses.
• Among the products and results, a charter of statements and the construction of articulated national actions are expected.
• Thus, attentive to this issue and striving for the improvement of the performance of the Brazilian Public Prosecutor's Office in the protection and defense of the environment, ABRAMPA intends to hold this qualified debate.
Justification
The United Nations Conference on the Human Environment, also known as the Stockholm Conference, was the first major meeting of heads of state organized by the United Nations (UN) to address issues related to environmental degradation, held from June 5 to 16, 1972, in the capital of Sweden, Stockholm. From it, the world proclaimed the link between human rights and environmental protection and called on Governments and peoples to unite efforts to preserve and improve the human environment for the benefit of humankind and its posterity.
Despite all this protectionist perspective, repeated in Rio de Janeiro in 1998, the 20th century is marked by the worsening environmental crisis due to the civilizational option for industrial technicalism, and disordered exploitation and degradation of the planet's most varied biomes, leading to a true revolution in human relations and those with nature, as extremely unsustainable economic production patterns are maintained, generating adverse socio-environmental consequences such as income concentration, climate change, resource depletion, environmental disasters, absence or insufficiency of basic sanitation, among others.
In the face of the Socio-environmental Rule of Law, the importance of the performance of the Brazilian Public Prosecutor's Office stands out, which, due to the 1988 Constitution, became an important representative of civil society in the defense and preservation of the environment, as stipulated in articles 127, 129, and 225 of the Federal Constitution of 1988.
Thus, as part of this institutional commitment, ABRAMPA, which brings together more than four hundred members of the country's Public Prosecutor's Office working in the environmental area, has taken clear positions of support for Brazilian society in favor of environmental defense. Recognizing the importance of bringing together different points of view, establishing dialogues, finding convergent positions, bringing together the greatest specialists on the subject in Congresses, Courses, Seminars, and other events, considering, in this perspective, various national and international norms such as the Paris Agreement, the Sustainable Development Goals, among others, and the scientific and technical perspective. In this vein, the XX ABRAMPA Congress 2020, in the City of Vitória/ES, in April 2020, has as its central scope to democratically debate (with the participation of all actors involved in environmental defense
